Economic Impact Assessment: Visitor Spending, Leakage, Multipliers, Jobs per Spend, Additionality & Net Local Impact
Estimate what an event, a new plant or a public programme really adds to a region. You will build direct spending from visitor and project data, remove leakage outside the region, apply multipliers from a fictional table, turn spending into jobs, net out deadweight and displacement, discount multi-year effects and test how fragile the headline number is, with every cell checked as you go.

What you'll build
What you will be able to do
Each lab ends with a concrete result that you build yourself and the checker confirms, cell by cell.
- Turn a fictional visitor survey into visitor-days and spending by segment, add the organiser's spending in the region and find the total direct spending that every later step of the impact study starts from.
- Split the visitor spending into the part that stays in the region and the leakage, category by category, and compute the weighted retention rate for the whole festival.
- Follow the retained spending through rounds of local re-spending, find the multiplier the rounds converge to, and apply a fictional Type I / Type II multiplier table sector by sector.
- Turn total output into jobs supported and household income with fictional sector ratios, and convert the organiser's mixed headcount into full-time equivalents.
- Remove deadweight and displacement from each visitor segment, compute the additionality ratio and combine it with retention and the multiplier into the net local output impact.
- Turn the gross jobs of four fictional programmes into net jobs, compute the public cost per net job, rank the programmes and name the most cost-effective one.
- Model how a fictional programme's net impact builds up and fades over eight years, total it, discount it to a present value with NPV and compare it with the public cost.
- Compute the low case of the impact, find the visitor number at which the festival just meets a fictional funding hurdle, measure the cushion against the central case and chart the three scenarios.
About this course
Headline impact figures for festivals, plants or public programmes are often far larger than the real local gain. This course shows you how to build a defensible estimate step by step. You start from visitor-days and organiser budgets, remove spending that leaks out of the region and apply indirect and induced rounds from a fictional multiplier table. Spending then becomes income and full-time equivalent jobs. You subtract deadweight and displacement to move from gross to net, compare programmes on cost per net job and discount effects that build up and fade over several years. A sensitivity sheet with low, central and high cases shows how fragile the result is. Useful for planners, consultants and economics students.
