EMS Response Time Analytics: Percentiles, Coverage & Unit-Hour Utilisation

Analyse a fictional ambulance service in a live grid: call-to-arrival intervals from CAD timestamps, 90th percentiles, compliance by zone and priority, unit-hour utilisation, demand vs staffing, station coverage, hospital offload delays and a performance dashboard, every cell checked as you go.

What you'll build

What you will be able to do

Each lab ends with a concrete result that you build yourself and the checker confirms, cell by cell.

  • Split every response into call processing, turnout and travel time in minutes, handle a call that crosses midnight and average the P1 response time.
  • Compare average, median and 90th percentile response times of an urban and a rural zone and test each zone against its target.
  • Look up the target of every call in a zone × priority table, flag the calls within target and build the compliance matrix and the overall rate.
  • Calculate the UHU of every ambulance and of the system, the transports per unit hour and the extra unit hours needed to bring utilisation down to a ceiling.
  • Turn hourly call demand into the number of ambulances busy, compare it with the units staffed, count the stretched blocks and chart demand against staffing.
  • Find the fastest station for every demand zone from a drive-time table, then measure the share of calls within 8 minutes, with and without one station.
  • Measure offload and turnaround times at three hospitals, the delay beyond a 30-minute offload target and the ambulance hours lost per hospital.
  • Complete a monthly dashboard with compliance and a status flag, then colour UHU with a colour scale and every month that needs review with a formula rule.

About this course

Average response times can look fine while patients in some areas wait far too long. This course shows how to see the full picture. From dispatch timestamps you calculate call-to-arrival intervals, then compare the 90th percentile with the mean and measure compliance within target by zone and priority. Unit-hour utilisation sets busy hours against staffed hours, and hourly demand is charted against staffing to find mismatches. You estimate the share of calls each station reaches within a given number of minutes, measure hospital turnaround and offload delays, and finish with a performance dashboard that highlights problems through conditional formatting. For EMS managers, dispatch supervisors, quality analysts and public safety students. Data are fictional teaching records.
